Just some general observations:
It should also be noted that there is NO WAY to force a PLAYER to
pass, whether computer or human it's his right to pass whenever he
wants to.
That makes any particular agreement protocol a luxury.
Another observation. In the context of this discussion we talking
about Chinese rules, not Japanese rules. I get the feeling some of us
are saying "Chinese" but our brains are wired for Japanese. This
isn't Japanese, it is not only legal to NOT pass it doesn't matter a
bit and it's your choice as a player. If we don't like it, we need to
get over it.
The only issue to discuss is how complicated the protocol, which is
just a luxury, should be.
I'm beginning to see the beauty of John Tromps solution.

In Chineese scoring, it should do that anyway, right? Regardless of
any dead-stone declaration protocol.
