[computer-go] 4th KGS Computer Go Tournament

Registration is now open for the Fourth KGS Computer Go Tournament.

As for the Third KGS Computer Go Tournament, there will be two 
divisions.  See http://www.weddslist.com/kgs/rules.html for the 
conditions for entering the Formal division.  Almost all bots may enter 
the Open division;  bots which qualify for the Formal division may enter 
both divisions, but will need to use two names (and either use two 
computers, or share a computer).

Each division will be:
  Round Robin format
  9x9 board
  Chinese rules, with 7.5 komi
  15 minutes each, sudden death

The Formal division will start at 16:00 GMT/UTC on Sunday July 10th, the 
Open division ten minutes later.  As the format is Round Robin, I cannot 
predict when they will end.  If there are more than 14 entrants for 
either division, this will delay the end until after my bedtime, and I 
may consider splitting that division.

[At present there are two copies of each division listed on KGS, one of 
each mistakenly set to 19x19, this is my fault.  I ought to be able to 
delete these, but for some reason I can't delete them, nor can I enter 
programs for the correct versions.  I hope this gets sorted soon.  The
