For the record, although I have implemented this in GNU Go I don't
advocate mandating it. In fact I think most people should spend their
time on things with more impact on the playing strength (in the
ordinary sense), in particular if they are using techniques which
don't naturally generate after-end-moves.
My suggestion is still to let an impartial program score the game if
the players can't agree on the score. Really, GNU Go and probably some
more programs are good enough at scoring to do this.
