Not really. 

Of course, if you had to choose only one OS, I agree it would probably
be Windows.  But it's not necessary to choose only one.  GNU Go is
developed mainly under Linux/Unix, but it can be run under Windows.

Also, there's a relatively small but growing market for Linux, so
I think it would be advantageous for Windows programmers to produce Linux
versions also.  But I'm diverging...
