Not true.  Sorry to sound like Robert :)  But you need to read the 
rules.  AGA requires white
to make the last pass, so sometimes there are 2 and sometimes 3 passes at 
the end.  The
whole point of AGA rules is to give the Chinese score with the traditional 
Japanese counting
procedure.
