Strategically all programs should control territory without
occupying it either until the end of the game or until the
game has reached a strategically stable position. The difficulty 
for the program is the same.

At the risk of repeating myself: Not the rules are in effect 
and not are they used by the people but some kind of common
sense is in effect and used by most people.

Let me make clear what kind of nuances you are speaking of:
With Japanese rules the status of stones and points at the
game end has an analysis complexity of EXPTIME nature; if it
is modelled by human common sense, then the programs need AI
to understand this, and the complexity remains the same or
becomes worse.
