There are two errors in this statement.

1.
Maybe this position was achieved by Black passing repeatedly, and Black
has captured more stones.

2.
With area (Chinese) scoring, prisoners are irrelevant.

The supply of stones is unlimited

If Black does this for long enough, and you are counting prisoners, then
White will have more prisoners.
