No. Please read some rulesets like Tromp-Taylor or Nihon Kiin 1989.

With Tromp-Taylor not playing at all is best, with Nihon Kiin 1989 the
practically worst thing is that after, say, 100 cycles (each has 4 moves!) 
white has enough prisoners to give the entire board to black.
