This is exactly what SmartGo does. If it determines that one block is
important and the other one is not, then it declares the important one
as unsettled and the other one as alive, otherwise it declares both of them
as unsettled. Currently, it deems a block to be important if it's
either:
-
3 stones or more, or
-
surrounded by multiple chains (a likely cutting stone), or
-
adjacent to an unsettled group.
This seems to work reasonably well in practice, but I'd certainly be
interested in better solutions.
