The example given there is

and the basic problem is that the connection analysis is not
sophisticated enough to understand whether the seki strings have
access to outside eyes. (It thinks they have and therefore the two
eyes are considered territory.)
If dame filling is required the problem becomes substantially simpler,
and less interesting.
