It already exists, called IGS.  Several programs have built in clients for IGS/NNGS, and there will be more this year since
the Japanese tournament requires it.

Both GMP and GTP sound have advantages. GMP is convinient for any two PCs to connect at anytime, any place. GTP could be used by a tournament organizer. All PCs connect to the controller and play against each through the controller. The controller will have a clear picture and control of the whole tournament. For example, it's 7:00pm all the games have to be adjourned.

One suggestion that we build a permanent controller on the internet that's only for Go playing programs. It will be on 24/7 and record all the games. This way any Go program can logon anytime.
