It's a tax  just for stupid people.  You give  money to the government
and  they randomly  choose someone  to get  a fraction  of  the total,
keeping the rest for themselves.  It's mostly poor people who pay this
tax.

Chris was making  a joke that he could work on  ASIC if the government
would reward  him for paying this tax.

The amount of  money the government might give  someone increases from
week  to week until  someone wins  the "jackpot"  at which  point they
become rich  for a little while until  they spend all of  the money on
other bad investments and lawyers.
