I agree with Chris here. I know there may be some practical considerations
but this is a big problem with playing your program on any server, you
only get to play who will let you play.

I don't think the program should have the option of accepting or
declining individual games/matches. You don't want matches to be
declined for the wrong reasons, such as, I don't want to jepardise my
current ranking. If the admin bot decides that they should play, then
they should play. The bot should be smart enough to create reasonable
matchings given some proir knowledge of the player's preferences.
