I believe so, yes.

Programs that aren't good at knowing the status of their groups are 
encouraged to play on until it is clear.  We are using Chinese rules, so 
there is no score penalty for this.

I hope you will enter it anyway.  Even if it forfeits its games because 
of its inability to score, the experience will be helpful for both of 
us.  I want to test the system with a variety of programs, their 
strength does not matter to me.

In fact, I have set the tournament so that once a program forfeits a 
game, it is expelled from the rest of the tournament.  On reflection, 
this was a mistake.
