I think this is an instance of the ASP Loophole ("Application
Service Provider") that is supposed to be closed by GPL3.

This is an entirely different issue than Nick's dilemma of what
programs to allow. Suppose someone modifies GNU Go, is allowed to
enter it in a tournament and wins a prize. I don't think GPL2
requires them to release their source code (unless they decide to
sell their program) but GPL3 might.

Of course none of this is of concern to the tournament
director, who made the original decision to allow the
program. The only connection is one single relevant
fact, that the program is a modification of another one.
