I always prefer round-robin, but with these time limits I doubt that
having
SlugGo enter is sensible, so my opinion may be of little consequence.
Besides, SlugGo entered the last 19x19, so perhaps the GNU Go folks
would rather enter this one anyway.

I am still undecided between round-robin and Swiss formats. If there
are eight or fewer entrants in a division, I prefer round-robin, and
if there are more than eight, with these time limits, I prefer Swiss.
Unfortunately I have to specify the format before "creating" the
tournament. Maybe I can create them as round robin, and if the number
of entrants for a division exceeds eight, I can delete it and
re-create it as Swiss.
I would like to hear your views.
