I did not see any problem with it. All of your "for" reasons are very sensible.

With respect to your reasons against, it would be up to the GNU Go developers
to get a pre-release copy of the code to you. I think if you as organizer want to
enter a public domain program, then doing it with the latest full release is the
right thing to do. I would have found it odd if you went to the trouble to download
and build the latest development version. I personally do not see how, as the
organizer, you "helped" this program. You just met your own needs and the
perceived desires of others as explained in the "for" list. There were no other
GNU-alike programs asking for the slot, so I do not see that your action had
the effect of excluding anyone.
