The chance of a 6-kyu against a 4-kyu is already near zero, not mentioning a 1 dan.
These topics came up before. It's generally believed by the top pros that the perfect game is about 2-4 stones away. They reached this conclusion by careful considerations, not just boosting. So it should carry some weight.
The Go game seems to be designed just 2 to 4 stones above top human players. It's probably the reason that it's settled at 19x19. A pro player starts training before 10 years old. Some as early as 5 - 6. It's said if one starts learning Go in early teens, he will have no chance to become a top pro player. There never been a single top player absolutely dominating other top players in the history.
The chance of a mathematical formular cannot be ruled out, but it seems won't be a simple one. Otherwise, people already discovered it.
