Do we know who has set up the policy of not allowing mails from .jp etc?
Is it in the mailing list processor itself, at the provider that

In all likelihood the ISP hosting computer-go.org uses a 3rd party or distributed blacklist system rejecting email using certain constraints. This almost certainly considerably reduces their work load a great deal and reduces the spam sent to the list.

I'm not sure who set up computer-go.org with the ISP, but the first step should probably be for them to contact the ISP and enquire whether it would be possible to remove this feature for computer-go.org (they may or may not be able to disable it for a single mailing list).

They might also enquire whether it would be possible to enable archiving of the list.
