Yes, "dispute" phase is for ranked only. For most users, the dispute
phase would be more of an irritation than anything else, so when the
score isn't used for rankings, the client will let the user do whatever
they want during scoring (although it will still ask the engine what is
alive/dead and mark the stones, it just won't argue if the user then
changes these markings).

Does your engine play ranked games? If you would like to try out the
dispute phase, you can just try a few of them.
