That's true for GTP, but I've many a time resigned on my own move, after
realizing that it does not do what I intended, on KGS and in real life.
A pro might want for his opponent to respond correctly before resigning,
but these are amateur games played on the internet. I don't think it
will correlate well.

Personally I do not see why a collection of games must necesarilly have
a result for every game. If those that use the collection want
software-evaluated results, they can probably do that themself, using
what methods best suits their puspose.
