I've published a research journal which has received a fair amount of public
funding.  The way you do it is to do it.  If it's needed, you'll get
submissions.  I'm sure we would all benefit from such a journal.  The
hardest part for a small community like ours is, "how often to publish?"
Will we all be able to generate enough work at a high-enough quality that
you (or your editorial board) want to put their names behind it?  Maybe you
should publish a list of topics and see who wants to submit a paper to it?
Maybe you should see what you get in an open call.

Keeping it going at the right quality is the problem.  The first issue tends
to be easy: who won't submit?  But could another be put together two months
later? 4? 6?

There are ways you might enlarge the audience and pool of contributors, such
as having reports, reviews, and conjecture.  Reports on related research and
such 'edge' research as dna-computers: e.g. this week's Science journal
reported on the solution to the Knights move problem for a 3x3 board using
an rna/dna technique.
