My last question is: Why did so little of the 9x9 programs join the 19x19
competition?
19x19 is harder than 9x9...
The 9x9 oriented go programs use global search (either Monte Carlo search or tree search) hard to use on 19x19 boards.
DumbGo is a Monte Carlo search program.
Atarist and Magog are global tree search programs.
GNU Go, MFG, GoIntellect, and Indigo are 19x19 oriented go programs (and to copy your question, many of the 19x19 programs joined the 9x9 competition...).

Because the levels of the first 6 programs were very close, I found the 9x9 competition *very* funny to attend. On 19x19 boards, the levels are less close. I think that the authors of medium level program hesitate to enter the competition. It is definitely not funny to probably lose by a large margin against the strong 19x19 programs.
