I think it is a deeper problem. It is really hard to evaluate the
effects of e.g. a hane correctly. Or assume you have a board that is
empty apart from this position in the center:

..a...
..XO..
.X.XO.	O to move
..XO..
......

It is pretty hard to tell a program how urgent a move in this area
(taking the ko, or playing at a) is.
